Protean Form 49A scans are capped at 300 KB per page, not per file. Fit each page in this tab, then merge or upload them.
PAN applications that ask for scanned supporting documents follow the Protean (NSDL) Form 49A specification: PDF/A or JPEG, black and white, 200 DPI, maximum 300 KB per page. A 4-page PDF that is 800 KB in total can still fail if one page is over 300 KB. Photo and signature files on that same specification are much smaller still; this tool does not resize those portrait JPEGs.

Open Compress PDF in PAN mode. Each page is squeezed, as its own image PDF, until it is under 300 KB. Those images are then placed back into one file. The tool says so when a single photographed page cannot get under the cap — usually a full-colour phone picture of a laminated card. Re-scan that page in black and white, crop the desk around it, and run it again.
If the upload widget wants separate files, split the result so you can check each page’s size on disk. Merge them only if the form asked for one PDF. Either way the work stays in this tab.
The download is images. A text-layer PDF of a form you filled will become a picture. Keep the original if you still need to select text.
The Protean Form 49A specification we checked says 300 KB per page for supporting documents, at 200 DPI, black and white, PDF/A or JPEG. Measure each page, not only the total.
The tool stops and names that page instead of handing you a file that misses the cap. Crop or re-scan it, then try again.
No. The pages are redrawn in this browser tab.
Those are separate JPEG limits on the Protean page. This PDF compressor is the wrong tool for a passport-size photo or a signature image.
